Workplace Discrimination and Harassment Policy

1. Policy Overview & Scope

1.1 Objective

The objective of this policy is to define how Raja Education & Bahuuddeshiya Society interacts and deals with various stakeholders of society, including our community, donors, sponsors, corporate partners, Government entities, and other external stakeholders, as well as how its internal members interact with one another. Our core focus is to effectively implement this policy at our workplace to ensure there is zero discrimination and no possibility of harassment against any person. By fostering a safe, respectful, and inclusive working environment, we aim to attract and retain talented staff and maintain a deeply positive environment for all.

1.2 Scope

This policy defines how Raja Education & Bahuuddeshiya Society provides services to society, the community, donors, sponsors, corporate entities, Government bodies, and other stakeholders, and how it interacts with members of the public.

It covers all aspects of institutional operations and employment, including:

  • Recruitment, selection, and hiring decisions.
  • Employment conditions, benefits, leaves, and workloads.
  • Training, skill development, task allocation, and promotions.
  • Work shifts, hours, and the provisioning of equipment and transportation.
  • On-site, off-site, field-based, or after-hours work assignments.
  • Work-related social functions, community campaigns, and conferences—wherever and whenever staff may be present as a result of their professional duties.

This policy governs staff treatment of other staff, of clients, of students, and of any members of the public encountered in the course of executing their operational duties.

2. Staff Rights and Responsibilities

2.1 Staff Rights

All staff members, teachers, field workers, and volunteers associated with the society are entitled to:

  • Recruitment and selection decisions that are strictly based on merit and completely unaffected by irrelevant personal characteristics.
  • A workplace that is entirely free from discrimination, bullying, and sexual harassment.
  • The right to raise workplace issues, make an enquiry, or file a formal complaint in a reasonable and respectful manner without fear of being victimized.
  • Reasonable flexibility in working arrangements, particularly where required to accommodate their family responsibilities, disability, religious beliefs, or cultural backgrounds.

2.2 Staff Responsibilities

All staff members and volunteers have an active duty to:

  • Follow the explicit standards of professional behavior outlined throughout this policy.
  • Offer proactive support to any individual who experiences discrimination, bullying, or sexual harassment, including providing them with clear information on how to file a formal complaint.
  • Avoid workplace gossip and strictly respect the confidentiality of ongoing complaint resolution procedures.
  • Treat every colleague, student, volunteer, and community stakeholder with absolute dignity, courtesy, and respect.

3. Unacceptable Workplace Conduct

3.1 Discrimination

Discrimination, bullying, and sexual harassment are completely unacceptable across any wing of Raja Education & Bahuuddeshiya Society. Any staff member (including managers, headmasters, and senior administrators) found to have engaged in such conduct will face disciplinary action, which may include formal counseling, official warnings, or suspension. Severe or repeated breaches of this policy will lead to formal disciplinary escalation up to and including immediate dismissal from service.

3.2 Bullying

If an individual is targeted or bullied because of a personal characteristic protected under equal opportunity and constitutional principles, it constitutes a direct form of discrimination. Bullying can manifest in many forms, including verbal jokes, teasing, offensive nicknames, targeted emails, degrading pictures, text messages, deliberate social isolation, ignoring individuals, or unfair work practices.

Behaviors that constitute unacceptable bullying include, but are not limited to:

  • Sarcasm and other forms of demeaning, derogatory language.
  • Explicit or implicit threats, verbal abuse, or shouting.
  • Coercion or intimidation.
  • Intentional social or professional isolation within the team.
  • Inappropriate or systemic blaming for operational failures.
  • Ganging up on specific colleagues or volunteers.
  • Constant, unconstructive, and malicious criticism.
  • Deliberately withholding information, resources, or equipment that a person fundamentally needs to perform their job or access their entitlements.
  • Unreasonable and arbitrary refusal of legitimate requests for leave, training, or other standard workplace benefits.

Bullying is strictly prohibited by the society and may also violate applicable occupational health, safety, and labor laws.

3.3 Sexual Harassment

Sexual harassment is a specific, serious, and legally actionable form of harassment. It encompasses any unwelcome sexual behavior or undertone which could reasonably be expected to make a person feel offended, humiliated, or intimidated. Sexual harassment can be physical, spoken, or written, and includes:

  • Unwelcome comments regarding a person’s private life or physical appearance.
  • Sexually suggestive behavior, including leering, staring, or inappropriate gestures.
  • Unwanted physical contact, such as brushing up against someone, touching, fondling, or forced hugging.
  • Sexually suggestive comments, innuendos, or inappropriate jokes.
  • Displaying offensive screen savers, digital photos, calendars, or physical objects on institutional premises.
  • Repeated, unwanted requests to go out on dates or engage in private meetings.
  • Explicit or implicit requests for sexual favors.
  • Sexually explicit or suggestive posts, tags, or comments on social networking sites.
  • Insults, taunts, or mocking behavior of a sexual nature.
  • Intrusive, probing questions or statements regarding a staff member's private life.
  • Sending sexually explicit messages, images, emails, or text communications.
  • Inappropriate personal advances directed at colleagues via social media channels.
  • Accessing or downloading sexually explicit internet sites using institutional networks or devices.

All incidents of sexual harassment—regardless of scale, context, or the seniority of the individuals involved—demand an immediate, rigorous, and legally compliant response from management.

The society recognizes that comments and behaviors that do not offend one individual may deeply offend another. Therefore, this policy mandates that all staff, educators, and volunteers stringently respect other people’s personal boundaries and limits. In compliance with the Indian POSH Act of 2013, cases involving female employees will be routed directly to the institutional Internal Complaints Committee (ICC).

3.4 Victimization

Victimization involves subjecting, or threatening to subject, any individual to a professional or personal detriment because they have asserted their rights under equal opportunity frameworks, lodged a formal complaint, assisted a colleague in making a complaint, or refused to comply with an instruction that would result in discrimination, sexual harassment, or victimization.

Victimization is entirely against the law. It is also considered a severe form of victimization to threaten or pressure any individual (including witnesses) who may be participating in the investigation of an equal opportunity or harassment concern. Victimization represents an egregious breach of this policy and will result in strict disciplinary actions, up to termination of employment or legal prosecution. Raja Education & Bahuuddeshiya Society maintains an absolute zero-tolerance approach toward any form of victimization.

4. Issue Resolution & Staff Support Framework

4.1 Resolving Issues

Raja Education & Bahuuddeshiya Society strongly encourages any staff member, teacher, or volunteer who believes they have been subjected to discrimination, bullying, sexual harassment, or victimization to take immediate action by reporting the behavior. Staff members who do not feel safe, confident, or comfortable addressing the perpetrator directly are urged to seek immediate administrative assistance from designated committee officers.

4.2 Staff Well-being & Counseling Initiative

To support individuals navigating stressful workplace situations, the society provides access to confidential counseling and mental health support:

  • Access Protocol: To access this confidential support, staff members may directly contact designated Executive Board members or the society's management office.
  • Absolute Confidentiality: All counseling sessions are strictly confidential. No personal details, disclosures, or issues discussed with the designated counselor will ever be communicated back to the operational NGO Management or affect employee records.
  • Cost and Eligibility: This counseling support is provided entirely free of cost to the staff member. It is accessible based on the unique well-being needs of the employee, regardless of whether the underlying issue is rooted in a workplace dispute or an external personal challenge.
